Indicator Development

The Monitoring and Evaluation Directorate (MED), in consultation with Ministries, Government Departments and Agencies (MDAs), prepares a National Reporting Indicators Handbook for the Medium Term Plans (MTPs) of the Kenya Vision 2030. The Handbook, prepared prior to commencement of MTPs implementation, provides a set of outcome/key outputs indicators for each sector based on the results framework defined in the MTP. Each indicator has a baseline, annual targets for the period and the office which is responsible for tracking and reporting.

Currently, the Directorate has the “Third National Reporting Indicators Handbook for the third Medium-Term Plan 2018-2022.” The Handbook is structured into four parts. Part one presents indicators for the ‘Big Four Agenda’ projects and priorities, considering all the output indicators identified under Universal Health Care, Affordable Housing, Manufacturing, and Agriculture for Food Security and Nutrition. Part two presents the National outcome indicators selected to reflect the main aspects of the MTP III while Part three presents the output indicators for all flagship projects identified in the Third Medium Term Plans (MTP III). The fourth part presents indicators for the thematic areas of the MTP III namely; climate change specific indicators, disaster risk mitigation and HIV/AIDS indicators.

In line with its mandate, MED undertakes training for County governments on indicators development. In addition the Directorate supports Counties to prepare County Integrated Development Plans (CIDPs) reporting Indicators handbook.
